Porzio Welcomes Elizabeth Shea as Of Counsel to the Firm

Porzio is pleased to welcome Elizabeth M. Shea as Of Counsel to the firm. She is a healthcare advocate with extensive experience in management, strategic planning, research and policy analysis, particularly in the area of developmental disabilities. She has managed and directed large reforms within developmental disabilities systems throughout New Jersey and has demonstrated an extensive leadership role with legislators, legislative staff, the provider community, families, and various stakeholder groups. 

Ms. Shea also serves as Vice President of Porzio Compliance Services, LLC (PorzioCS), a wholly-owned subsidiary of the firm. As such, she is instrumental in the design and implementation of comprehensive compliance, training and ethics programs for colleges and universities. She provides legal support to the these institutions in various compliance areas, offering highly technical compliance expertise in a more efficient manner.

Prior to joining Porzio, Ms. Shea most recently served as the Assistant Commissioner of the New Jersey Division of Developmental Disabilities for the New Jersey Department of Human Services, holding direct responsibility for management of the largest government agency in New Jersey. There she directed several large reforms within the developmental disabilities system, including: tying developmental disability services to the federal Medicaid system; establishment of New Jersey as an Employment First state; implementation of the new federal home and community-based settings rule; establishment and implementation of a system of state-funded housing vouchers for individuals with developmental disabilities; and redesign and privatization of the state’s case management system.

Ms. Shea completed her J.D. degree at Seton Hall University School of Law in Newark, NJ. She earned her M.P.A.P. (Public Policy) from the Rutgers University Edward J. Bloustein School of Planning and Public Policy in New Brunswick, NJ and her B.A. in Political Science, summa cum laude, from Rutgers University in Newark, NJ.
