Overview

Keiko is a crisis management attorney with a decade of experience in strategic communications and government affairs.  Her practice in Puerto Rico is focused on assisting start-ups and emergent technology companies navigate compliance, operations, and legal issues. 

Keiko founded the Puerto Rico Blockchain Trade Association (PRBTA) in 2021 and through education, advocacy, and community building is leading the advancement of web3 adoption on the island. She created “CryptoCurious” an approachable educational program explaining what is web3 and why it matters to everyone. She has built strategic partnerships with government agencies, local universities, and other associations creating opportunities for emerging technology workshops, bootcamps, and for-credit web3 courses. 

Additionally, Keiko has been leading the Act 60 tax incentive education on the island. Slated to be published Q1 of 2025, the PRBTA’s guidebook details eligibility requirements, benefits, and illustrative examples of all the Puerto Rico tax incentives. Blending her knowledge of Act 60 and cryptocurrency, Keiko successfully advocated for Staking-As-A-Service (SAAS) rewards to be eligible for a 4% tax treatment.

Prior to her work in Puerto Rico, Keiko spent nearly seven years in public service, working with the DC Housing Authority (DCHA), DC City Council, and the Deputy Mayor’s Office of Planning and Economic Development (DMPED). At DCHA, she secured a historic $50 million capital budget line to redevelop distressed properties. As Legislative Director to Councilmember Brandon Todd, she oversaw key issues in economic development, education, transportation, and housing, and led the review of the city’s $15.5 billion budget. She also played a critical role in passing high-profile redevelopment and strategic projects, including the Walter Reed Redevelopment and D.C. United Soccer Stadium.

Keiko graduated cum laude from Valparaiso Law School and holds a BA in political science and anthropology from Mount Holyoke College.
