Porzio, Bromberg & Newman Attorneys Elizabeth M. Shea and Christopher F. Scales Appointed to Governor-Elect Sherrill's Interdisciplinary Advisory Task Force
Porzio, Bromberg & Newman is pleased to announce that Elizabeth M. Shea and Christopher F. Scales have been appointed to Governor-Elect Mikie Sherrill’s Interdisciplinary Advisory Task Force. The Task Force, announced by the Governor-Elect on November 26, 2025, will provide guidance, feedback, and broad-based perspective to the Transition Action Teams as they prepare for the Sherrill/Caldwell administration. In introducing the group, Governor-Elect Sherrill noted that the Task Force will “provide input to the Governor-elect and the Action Teams through multiple engagement opportunities, bringing a broader perspective” to the transition effort.
Elizabeth M. Shea serves as Of Counsel at Porzio and works with the estate planning team with a focus on special needs trusts. She is also Vice President at Porzio Compliance Services LLC, a wholly-owned subsidiary of the firm. Shea brings extensive leadership experience in state government and deep expertise in New Jersey’s human services, healthcare, and disability services systems. She previously served as Assistant Commissioner of the Division of Developmental Disabilities within the New Jersey Department of Human Services, where she oversaw major statewide programs supporting individuals with intellectual and developmental disabilities. Her background includes significant work with federal and state Medicaid programs, early intervention services, special education, community integration, affordable housing policy, and rate-setting structures for state-funded support programs. Shea’s career also includes leadership roles in the nonprofit sector and ongoing advisory work for healthcare and human-services organizations across the state.
Christopher F. Scales is an Associate in Porzio’s Employment & Education Team and formerly served as Chief of Staff at the New Jersey Department of Transportation. In that role, he advised executive leadership on labor and employment matters, workforce operations, interagency coordination, and policy implementation affecting statewide transportation systems. At Porzio, Scales focuses his practice on employment and labor law, regulatory compliance, and litigation. His combined experience in public service, judicial clerkship, and private practice provides practical insight into workforce management, infrastructure policy, and government operations.
